Investigation Reveals D.C. Councilman's Misconduct

Skadden's pro bono investigation into certain contracts and grants for the District of Columbia City Council found that D.C. Councilmember Marion Barry gave a city contract to a woman with whom he had an intimate personal relationship, and then insisted that she pay part of the contract proceeds over to him as payment for loans he claimed to have made to her. The report also concluded that several grants sponsored by Barry went to organizations that were incorporated through falsified documents, and that a few individuals close to Barry, together with members of their families and friends, personally received tens of thousands of dollars from earmark grants in which Barry played a role. The report recommended that the council condemn Barry's conduct and refer the matter to law enforcement authorities.
