On November 13, Skadden held a seminar in New York on "The Role of the White House and OMB in Federal Agencies' Regulatory Actions." The program examined the structure and evolution of the centralized system maintained by the president for reviewing all non-independent federal agencies' regulations, which is housed at the Office of Information and Regulatory Affairs (OIRA) within the White House Office of Management and Budget (OMB). Topics included the system's most controversial features, potential reform proposals and opportunities for regulated entities to participate in the review process. Speakers included Washington, D.C. litigation partner Gregory Craig, former White House counsel to President Obama and White House special counsel to President Clinton, and New York litigation of counsel Boris Bershteyn, former OMB general counsel and OIRA acting administrator.
