Sam Rothbloom counsels companies across a wide range of industries on the full suite of political law matters, including campaign finance, gift and entertainment, lobbying, ethics and anti-corruption laws at the federal, state and local levels. He also has significant experience advising on state and local strict liability pay-to-play laws, as well as the federal pay-to-play rules — MSRB Rules G-37/G-38, SEC Rule 206(4)-5, CFTC Rule 23.451, FINRA Rule 2030 and SEC Rule 15Fh-6.

Bio

Mr. Rothbloom works closely with clients to develop and implement political law compliance policies and procedures, including preclearance programs for political contributions, gifts and entertainment to public officials, and lobbying activities. He also frequently hosts compliance trainings for government affairs teams and political law compliance personnel on these subjects. In addition, Mr. Rothbloom has established several political action committees (PACs) and 501(c) (4) non-profit organizations and regularly advises on their governance and day-to-day operations.

Mr. Rothbloom frequently counsels clients on government conflict of interest laws, particularly as they apply to dual-hatted employees who simultaneously hold government positions. He has also advised on the restrictions and disclosure requirements under federal conflicts laws for multiple senior political appointees serving in U.S. government roles.

In addition, Mr. Rothbloom has assisted with numerous internal investigations and enforcement actions involving campaign finance and government ethics matters.
