Matthew Bobys

Mr. Bobys advises business clients on campaign finance, gifts and entertainment, lobbying, government ethics and conflict of interest laws at the federal, state and local levels. He also advises clients on “pay-to-play” laws that impose special restrictions on the political activity of companies having or seeking government contracts, as well as their covered employees, directors, PACs and affiliates. Mr. Bobys works with clients across numerous industries to ensure compliance with state and local pay-to-play laws, as well as federal pay-to-play laws MSRB Rules G-37/G-38, SEC Rule 206(4)-5, CFTC Rule 23.451, FINRA Rule 2030 and SEC Rule 15Fh-6.

Mr. Bobys has implemented comprehensive compliance systems covering all government affairs activities, and works with clients on an ongoing basis to develop procedures in reaction to new laws. In addition, he aids in the representation of alleged violators during the enforcement stage.

He has had extensive contact with various state and local ethics and elections commissions around the country. Mr. Bobys also works with federal entities such as the Federal Election Commission, the House and Senate Ethics Committees and the Office of Government Ethics.

Mr. Bobys served on the Steering Committee of the Council on Governmental Ethics Laws (COGEL), an international organization of government agencies that implement and enforce campaign finance, ethics and lobby laws throughout the United States and Canada, and has spoken on corporate compliance at COGEL’s annual conferences.
