The annual equity report for all Pennsylvania lobbyists and lobbying firms is due July 30, 2023, as required by Act 70 of 2021. The filing must disclose either the total value or percentage of equity held by a lobbyist or lobbying firm in a principal on whose behalf it lobbied between July 1, 2022, and June 30, 2023. This report must be completed regardless of whether the filer held equity that is required to be disclosed. In addition, any lobbyists or lobbying firm that terminated registration during the covered period must still complete a filing. Please note, principals are not required to complete such reports, but are still required to maintain periodic expenditure reporting obligations.

The Pennsylvania Department of State defines equity broadly as any interest or ownership, including, but not limited to: any interest in any shares (however designated, whether voting or nonvoting); membership interests (however designated, whether voting or nonvoting); partnership interests (whether general or limited); and, any other interest that confers the right to receive a share of the profits and losses of, or distributions of property of, any partnership or business.

Reports may be completed at www.palobbyingservices.pa.gov. Filers disclosing equity in more than five principals also must email a completed spreadsheet to ra-lobbyingdisclosure@pa.gov.
